Accused of professional negligence that caused a cancer patient to pass away

On February 17, 2009, a patient filed a complaint with the Board, accusing appellant Dr. Paul MacKoul of misconduct. On January 17, 2012, the Board accused Dr. MacKoul of acting improperly while practicing medicine in violation of Maryland law.

Dr. MacKoul is a board-certified obstetrician and gynecologist with specialization in laparoscopic surgery. He was charged under the same laws for his illegal behavior concerning another patient.

Dr. Paul MacKoul was found to have behaved impolitely with the patient by the Administrative Law Judge of the Office of Administrative Hearings (“OAH”), who gave a proposed judgment on March 12, 2013, following a two-day hearing. On June 3, 2014, the Board issued a Final Decision and Order, reprimanding Dr. Paul MacKoul and requiring him to complete a comprehensive course on physician-patient relations. This followed the Board’s approval of the exceptions at an Exceptions Hearing on July 24, 2013, which was permitted by the Board.
